In India… Liberian Student, Finance Ministry Employee Jailed for Alleged Rape

Ludhiana- India- February 18,2023- WTVNEWS: Police in India have arrested and jailed Liberian student Carlos T Dahn for allegedly raping a 22-year old girl (Liberian Student) in pretense of helping her with accommodation. The FIR was registered under sections 376 (rape) and 506 (criminal intimidation) of the Indian Penal Code.

Prior to pursuing higher education in India, Carlos served the Ministry of Finance and Development as Enforcement Assistant, Inspectorate Unite, Department of Comptroller and Accounting General.

According to the Tribune India and Hindustan Times Newspapers, the survivor who had arrived in India 27th December 2022 to attend college said, she had enrolled in a college in Punjab but found out that the college was lacking basic facilities of which she decided to transfer to another institution.

She narrated that her uncle then connected her with the alleged perpetrator(Carlos) with the thought of him (Carlos) helping her find a better institution and accommodation in Khanna since he has stay in India for a while now.

The survivor told police investigators that the perpetrator accepted to accommodate her in his rented apartment where he stays with his wife until she settles down. ” He agreed for me to stay in his house until I can find place, he even carried me the last time to another college in Khanna and because of that my parents send me money to rent place but since then anytime I asked him about going to find my place he will say he busy, or tell me there no place available right now,” the survivor said.

It has been ongoing until February 3,2023, the survivor left at the house when Carlos and his wife left for college where the both of them studied, suddenly, few hours later, he returned at the house and sexually assaulted her. After the incident, the perpetrator threatened to kill the survivor if she ever told anyone about what happened. “He said he will kill me if I tell anybody he slept with me” she said.

The survivor out of fear left for Delhi and met her uncle on 5th February of which they then reported the case on 7th of February. The case was later transferred to the Khanna police where Carlos was arrested and currently jailed.

Carlos T Dahn was an employee of the Ministry of Finance and Development Planning in Liberia.
